Why can't I find any devices in Local Mode on a 4G device without Bluetooth?

Why can't I find any devices in Local Mode on a 4G device without Bluetooth?

Local Mode requires a connection via Bluetooth or an access point (AP). Since 4G devices without Bluetooth do not support AP functionality, they cannot detect the network and therefore cannot use Local Mode.
